I am using Web Exp 3, which worked fine for years until a recent W7 reinstall. Although all my info seemed to come back in when I reloaded and launched WE, I have been unable to publish, and my folders, both local and in the site pane on the right, have blue arrows pointing to the other pane, which seems to suggest that they all need an update, which they don't. I have checked the ftp destination, along with my username and password, and tried re-entering the latter two.

Each effort at publishing yields a 550 failure. I have tried simply selecting one page, for example, the index page, and clicking on the arrow between the panes to publish it, as usual, to no avail.

I have spent considerable time on the phone with my ISP, a very reputable firm with excellent customer service except that they are mostly hands-off on FTP issues for some reason. In any case, the y have checked, refreshed, etc. everything on their end a couple of times. (That was a couple of weeks ago; due to a busy schedule, I am just getting back to this now.)

Regarding the 2017 post, the first answer said that if both ftp panes populate in the publishing page, the Directory info is wrong. I navigated to that dialogue and found the Directory field empty. I called my ISP (Network Solutions). The rep told me that it should remain blank. She recommended trying Filezilla. I'd rather find out what's gone wrong with WE.

We of course have no idea what 2017 post you are referencing, but if it really said " the first answer said that if both ftp panes populate in the publishing page, the Directory info is wrong." that answer was wrong.  When you connect to a publishing destination, both sides of the publishing window will of course be populated, your local site on the left and the published site on the right.

Arrows pointing to both sides simply means you can publish files in either direction, although generally you'll be publishing left to right.

An ftp 550 error is a permission problem: you don't have permission to publish to the location you are publishing to.  There is nothing we can do about that, if all your publishing setting are correct (which of course we don't know).

You should try Filezilla and see if it works.  That would at least let you know if it's something about EW3 or if there really are permission problems on your hosted site.
