A few months ago I purchased a shared hosting plan to test our WCF service. This is what I do when I want to deploy and test the service:

There are a few different storage products which you could combine to match your scenario, Azure file shares allow you to mount a network drive on your local computer, but this network drive is hosted in Azure cloud, this is called Azure File Share, so no need to FTP.
