User with Full Control gets "No Access" error trying to use Site Settings, Set Permissions on a sub-site

UserA is in the Owner's group with Full Access for the top level site.  UserA then creates a sub-site and then tries to access Site Settings, Set Permissions for the sub-site so that they can define Unique Permissions for this sub-site.  They receive a No Access error when they try to go to Set Permissions.

I can get this to work by adding UserA to Site Collection Administrators - it feels like too big a hammer.  Is this the only way or am I missing something?
