The simplest answer I can provide you as to why some support premium storage and some do not is simply based on the configuration of the hardware in the datacenter. Some clusters that hold specific sizes support have have premium storage and others do not. This is because some customers do not require Premium SSD and also because some of the clusters are older and simply do not have the storage option of that premium disk.
