Hope I can post this question in the right forum.  My question is Users only can post to their own categories. 

For example, User A can only post in TVs category, cannot post in Phones category. But user A can view all the posts in all the categories.

Please give me some suggestions and advice.

I did a workflow in the Designer 2013, but it's not working. Here is the settings. I have published the workflows. The user still can not contribute/post on the website.
