Is it possible to be notified if my fail-over group triggers?

I have a primary database with two secondaries in different regions via geo-replication and then a fail-over group between the primary and one of the secondaries; the web app then points at the read-write address of the fail-over group.

To save a bit of money, the secondaries are running at a lower performance tier than the primary database, but this means I need to scale it up if an automatic fail-over happens.

Yes, We can configure alert when failover happen. By using Azure service we can configure alerts based on event and metrics.
