I have got following tools from online:

You have already listed the good options. I feel that packer simplifies the process of image creation. Azure VM image builder is also based on packer but optimized for Azure.

You can start of with packer and later you can migrate to VM builder with the same scripts. With VM builder you can publish to shared image gallery.
