We've been using Azure for years now and we start feeling the pain managing the cost for many teams/BUs that we migrate to Azure. How do we really governance the usage???

So how do we separate out and calculate the cost so we can bill different teams/BUs by users/groups who are using Azure?

We're trying these concept but doesn't work out quite well.

We're so stuck....

As we're using AWS, they have the concept of "Landing Zone" where we can spin up different zone for whatever the team which it can be isolated environment where users belongs to that zone can do all things in AWS but it will be in a different billing/entity.

Not sure if there is anything equivalent to "Landing Zone" offered by Microsoft. However, I recommend watching this video on "Managing costs with the Azure Budgets API and Action Groups" and see if that serves your purpose.
