I have a single Project file buried deep in a document library. Its folder contains other Project files. All other files can be downloaded in the browser or moved in Explorer without issue. This one file cannot be downloaded or moved. When an attempt is made, the W3P process on the server reaches 99% of CPU use and the service requires a restart.

Has anyone seen a single file do this?

Try to execute a application pool recycle in IIS. Then run IISReset and check again.
