The error message "FATAL ERROR DURING INSTALLATION (0X80070643)" can be related to .NET Framework, please use Microsoft .NET Framework Repair Tool to repair it.
If it is not the case, please try to install SSMS As administrator :
 •Right click in the installer.
 •Select and click in Run as administrator
