When deploying the Ethereum PoA Solution Template, a bunch of addresses are created (according to spec.json). One of them is 0x6, which according to the Parity config, is used as the "safe contract". I'm assuming this contract enables the administrator voting process. I was wondering whether the sources of this contract are available somewhere.

(Somewhat relatedly: what are the actual permissions of administrators?)
