I live in Israel and would like to use ComputerVision from Cognitive Services. I looked at the web page of how to subscribe and there there is a list of regions not including Israel. Can I subscribe in Israel? If so, I can I define the  proper environment variables,Region and Key, using Windows PowerShell not Bash.

Yes, Israel is not an available region for Computer vision. You have to choose another location from the available location which is near to you.
