This doesn't make sense and I'm hoping someone can put this to rest:

I have an SP 2013 farm where some sites (within the same site collections) does not have the 'Add a Page" action when you click on the gear.  And, some sites within that same site collection does have the "Add a page" action when clicking the gear.

And, no, the SharePoint Server Publishing feature is not activated.  I have some site collections that does not have the Publishing feature enabled (at the site collection level or at the subsite level) and "Add a page" is available.

There is 2 page library in SharePoint default site.

SitePages - It will auto create when you create site.
