After we stop inheritance on a library and then add a new document to the library, we observe that new document has same permissions as that of the parent even though document is added after stopping inheritance.

As you know, when you break the permissions inheritance, SharePoint will copy all the permissions from the parent to the child and then you'll be able to furtherly change them: if you've simply stopped the permissions inheritance without changing them either on the library or on the document itself (or on any newly added document), the resulting permissions will be the same for both the objects.
