I'm not sure if restoring just the content database is going to resolve our issue.   In addition to the content database, can I restore just the SP config database and the SP Admin Content database or will I need to also restore all of the service application databases?

Hi XRS.

I presume you've created a new farm where you're restoring the contents and the services coming from the old one: you will only need to restore service applications first and then site collections and related contents; the configuration database and the Central Administration content database must not be restored, since the provisioning of the new farm has already created them.
