I want to set expiration time for all my azure cdn content. I read https://docs.microsoft.com/en-us/azure/cdn/cdn-caching-rules article but cannot see those caching rules options. when i click on cache rule, i cannot see that screen which is mentioned in above article to set rules.

If you are unable to see the same rule interface, you probably have a different CDN type. That article you linked is for standard Verizon and standard Akami. You can find more info about differences between the CDN types Here.
