I know it's possible to create a app in azure so that many users can connect to one twitter account, but is it possible to make an app that allows multiple accounts to connect to a different Azure tenant?

Thank you for your query . I just wanted to understand more about your scenario. If you are talking about multiple users from one tenant to be able to connect to different azure Tenant , then it may be possible. Your scenario sounds like a B2B scenario where you are trying to figure out if the users in tenant A can be invited to access tenant B through  an application. I think you can use the invitation API for something like that . Please go through the following articles and see if that helps you with your scenario.
