e timer job responsible is called the MySite Cleanup.  Here's the way it works in 2010.

• A user is deleted, disabled, or moved in AD which causes them to be missed on the next profile import.  Moving a user in AD will not cause a problem unless you move them to a location not included in the Profile Sync.  The trigger for all this is the profile not being included in the import, not just moving it or disabling it.
• After a user has been missed on one profile import their User Profile is marked for deletion. 
• When the MySite Cleanup job runs the user profile is deleted, their MySite is scheduled for deletion in 14 days, and their manager as imported from AD will be made a site collection admin of the mysite and sent an email with a link to the mysite.  They will have 14 days to clean off files etc before the mysite is deleted.

If a user is  re-enabled in AD they can login again because their security was never removed from the UserInfo table.  If they were merely moved in AD to an OU that isn't part of profile import they can also login. But if their UserProfile was removed then the link to their Mysite was removed and they will act like they no longer have a mysite.  If its after the 14 day deletion period the mysite will be gone and a new one will be created.  If its within the 14 day window SharePoint will try to create a new mysite and faile because an existing site will be at that address.  Within the 14 day window you can edit the properties of their user profile to re-add the address of the Mysite.  They will then be able to use the mysite normally.

If you don't want any of this automated cleanup, then just disable the MySite Cleanup job.
