We are using following APIs  to list all the site collections present inside Sharepoint Online:

https://graph.microsoft.com/v1.0/sites/%s?select=*,sharepointIds

We have some siteCollections for which user under primary administrator and administrators field for siteCollection is different. We are currently using Global Admin/Sharepoint Admin to invoke the above APIs. But these siteCollections are not getting listed in response from the API. Only those siteCollections are getting listed for which primary administrator is Global Admin/ Sharepoint Admin.

Are there any other privileges required to get the siteCollections from API?

如果全局管理员或SharePoint管理员没有网站集管理员权限，他将无法访问网站集。您可以在https://domain-admin.sharepoint.com/_layouts/15/online/SiteCollections.aspx中试用。

If the global admin or SharePoint admin don't have site collection admin rights, he will be not able to access the site collection. You can try it in https://domain-admin.sharepoint.com/_layouts/15/online/SiteCollections.aspx.
