So, we have a user, who was given domain permissions that matched what the library required to be able to add documents to SharePoint, but when this user tries to add the document, she is not given the option as the Add document button is still locked. Whether this issue occurred in only a library or all libraries? You can create a new library or test in other libraries and check again.

Go to library settings->Permissions for this document library->Check Permissions, check if the user has permission in this library, if so, what’s the permission in this library?
