I have some css files and image files inside of a folder created in SharePoint Designer. It`s a folder, isn`t a library. Normally, the users that have read access in site can read the content (css and images). But, two weeks ago, only the production enviroment is not working. The users that have only read permission can`t access this files. The users that have full control access could see the files. In SharePoint logs show only access denied to user with read permission. Could you help me?

Please try to compare the user's permission on your Development server and Production Server and also check if there is any "break inheritance" applied on library or folder in production server.

You can keep the CSS and Images in "Site Assets" folder instead of creating your own  folder in any of the libraries.
