I currently have SharePoint Designer 2013 installed on my local machine.

I am trying to uninstall it, but have been unsuccessful. I selected the program and uninstall from the Control panel.

The first time I attempted this operation, I was prompted with a message saying that the uninstall was successful, but SharePoint Designer was still present in the control panel (Even after reboot).

I tried running this operation again, but the uninstall just hangs, and the progress bar does not move.

Uninstalling from Control Panel is the recommended way, just as you did as this usually ensure that all files and registry entries get removed.

Usually if a program is still listed in the Programs and Features it means there are some registry entries left somewhere lying around.
