In SharePoint Designer 2013, the Design View is no longer available. That means conditional formatting is not available in SharePoint designer 2013.

So we cannot change the color of list item by OOB method. And all data in SharePoint 2013 is now rendered via Client Side Rendering (CSR) by default. CSR allows us to style SharePoint elements using JavaScript(JS), rather than having to write XSL. When you want to customize the list you can use CSR for this list. CSR is really better. Not perfect, but better. At least it is JS-based, and world is constantly buzzing around JS, creating new JS libraries, frameworks, etc. JS is a trend.
