Password changes should only occur on On Prem AD not require in Azure AD (don’t want two way). is there any possibility?

From what I remember you should be able to disable password synchronization in the AD Connect wizard.

Go to the Customize Synchronization Configuration > Optional features > and uncheck the Password Synchronization option. Then go through the wizard and ensure that Password Synchronization is set to "disabled."
