Since ASR provides a scenario of test failover to test the VM functionality and also application validation, are there any known limits to the number of VM that can have test failover in VMware to Azure migration process.

I don't think there is any limit as such. But make sure that the servers are split across storage accounts just to make sure we are not hitting IOPS/throughput limitations.
