We have seen this error quite a view times before, but internal we never could really reproduce the problem. Most likely there the cause is that the network components of the WP8 Emulator runs into conflict with e.g. network or security related third part solutions (firewall, AV, network optimizer,…..…….)

So a good decision to sort this out might be to run a clean (parallel ?) installation on that PC with only Windows 8 (64 bit) and the WP8 Dev tools (SDK) to see ifyou can get it working with that.
