Is there a tool to where you can upload a CCR and have the tool tell you if the CCR is structurally correct and perhaps identify problems that need to be fixed?

The link you want to click on is "Verify XML against this schema".  This will take you to the HealthVault Developer Center and will give you a listing of the Things that you can vew.  You will see a Verify XML link for different items.  CCR and CCD being one of them.
