We have an existing WPF application runing on Windows 10 for which a customer ask us to integrate Skype business as part of the application itselve.

The Lync Client SDK does require the client to be running to work.  This is the simplest way to integrate Lync/SfB features into a desktop application.

Depending on the functional requirements, you might be able to achieve this using UCWA, but it has a more limited set of features.
