Our company is looking for an answer to the question "What is the percent complete on the project compared to the plan". Basically at a given time we want to know how much have we completed compared to the original plan we laid out. From the research I did it looks like I may have to use BCSW and BCWP to answer this question. Currently we don't store any cost values in project therefore I want to know if there is any other way to answer this. 

We use MSP as the front end and Changepoint for resources to log their time. MSP can be linked to Changepoint to pull the actual hours into MSP. resources usually report time once a week so there is at least a 1 week lag. We bill out clients on the work effort for the project therefore we track work effort more closely than duration. When we plan we basically assign the work effort and resource allocation percentage to arrive at the start and end dates and then baseline it. 

Any help would be appreciated.

The question management is asking is a trick question...or at the very least, an incomplete question.  As you have eluded to there is more than one type of percent complete.  There are four actually - Cost, Work, Schedule, and Physical.  Project has fields for three (all except Cost) which is where Earned Value comes into play.  You are not alone in this, as most PM's who work in organizations that are less-than-mature in project management will attest.

When management asks for an update, you answer should be prefaced by "As of (insert last date of updated information available), we are XX% work complete and XX% schedule complete."  Management should realize that "real-time" information is rarely available unless the system/processes being employed is real-time.  

The best advice I can give is to ask management what type of information they are looking for and what the best indicator of project progress is for your industry.  For example, tracking an IT project by physical percent complete is almost impossible.  I recommend to my clients that they track progress by at minimum of two of the four types, which gives them a better view than tracking by one.  It sounds as if tracking by Work and Schedule would work best since you mentioned this as the process you used in planning.
