1. PDF format is an ISO standard.  Can the same be said (yet) of XPS?

2. I have read the XPS documents are basically XML files. Maybe so, but when I try to open an XPS file in a text editor, only gibberish appears.  It does not appear to be a text file! (unless it is encrypted?)

3. Where can I find a developer-oriented dcoument describing, in detail, the XPS file format (e.g. header section, offsets, filed names, xml data areas, etc.)

try to give some information/answers:

1. XPS is ECMA-standard I think, not ISO yet
2. XPS files are based on OPC (Open Packaging Conventions) which is some kind of ZIP. So just rename your XPS file to .zip and extract the content... then you'll see the XML-files...
3. You can download the XPS Specification and Reference Guide , which also includes schemas etc.
