I see no way to find if my Expression Web 4 has the Service Pack 2, which evidently has been updated for HTML5, CSS3 and JQuery. How do I check this out?

If you want the latest version of EW4, download the completely free and final version.  If that's what you have (version 4.0.1460.0, with the notation below "This is a free copy"), you're done: you have the latest and there will be no more updates.
