I have been using EW2 for some time with no major problems with FTP ... works fine.  A while ago, I purchased EW3 and it seemed to work same as EW2 until I tried to upload files to the web.  It works the first time and then will not work the next,  It takes a while for it to time out, then I get the message that it cannot communicate with Port 21 ... check settings.

Same problem except worse!  I am at my wits end with this!!!!  I have a ton of money invested in 2 doorstops!  Fortunately, EW2 still works OK and I do have Dreamweaver, but would like to be able to use the products I invested in.  Does anyone have any idea what else I can try?

If you really have tried "every conceivable solution imaginable", it would logically follow that there was no answer for you, so no, no one could help.  You have to start by telling folks what you actually tried, in the hopes that you haven't tried everything.

As for "the obvious bug" - well, if it were, huge numbers would be complaining about not being able to use EW3 and EW4 to FTP their files, and that is certainly not the case.
