At one point I got a message to install .NET Framework 4 and followed instructions to do that.
After installations completed and terms accepted things seem normal but I can't find Microsoft Expression Web in program list. 
A Windows Explorer search for "Expression" yields nothing.

Always Save any program you download to your computer, then run the installation from there. That applies to any program. It sounds as though the installation is incomplete or corrupted(maybe a dropped Internet connection).

Choosing Run option might work for a small app, but EW and the dotNET framework are huge downloads. Anything could cause a problem.
