The GoToTags .NET NFC SDK would be a good choice if youre looking to easily read and encode NDEF records on NFC tags. There are a couple other C-based libraries available, but they are very low level and require a deep understanding of NFC tags and readers. The GoToTags SDK is easy to use; there is a sample app on github. If you're targeting Windows 8, then there is 'some' built in support for NFC, but again its very low level.
