The template is missing in Access 2013, but we could get it in Access 2016. The template is renamed into "Updated: Event Management". You may get it from Access 2016 and save it as custom template and use the template in Access 2013. As Microsoft has removed all Access templates on https://templates.office.com/, we are unable to download it from that site. I suggest you submit a feedback on https://access.uservoice.com/

Here is the custom template I save from Access 2016. You could save it into

%userprofle%\AppData\Roaming\Microsoft\Templates\Access

Then you could get the template from your personal folder.

If the folder doesn't exist, please create.
