Question : 

Are MSDN users entitled to upload non Azure offered Windows Operating systems as long as they are present in their MSDN subscription? (For example Windows XP / Vista / Windows 7 Pro edition) I have tried to make sense of the licence agreement both from an Azure and MSDN perspective but am still unclear. 

Background :

A Team of individuals in my organisation (who all hold MSDN accounts) are looking at utilising Azure for their development and testing requirements. Currently they all hold some free credit as part of their MSDN entitlement and soon we will be creating a Dev/Test Pay and go account so they can start to share resources and expand a single environment. As MSDN holders these users not only get access to the windows Server platforms in azure but also to Windows Clients 7 / 8 and now 10 templates, But these are only offered as enterprise editions. We need to be able to test older OS's as well as different flavors of the same OS home premium ect

MSDN Cloud Use Rights: Running the MSDN Software on Microsoft Azure VMs MSDN subscribers who have activated their subscription can run most MSDN software in VMs on Microsoft Azure. These cloud use rights are still limited to the design, development, testing and demonstration of your software.

Cloud use rights apply to Visual Studio and all other software included in the user’s MSDN subscription, but not to Windows client and Windows Server. Also, a Remote Desktop Services (RDS) client access license is not required to access Azure VMs for development and testing.

Activating the MSDN subscription means associating the licensed user’s Microsoft account with the MSDN subscription. Activation is required in order to gain access to MSDN benefits including MSDN Subscriber Downloads, Microsoft Azure MSDN benefits, and more. MSDN subscribers can run Windows Server or Windows client VMs where these are offered but must pay the fees associated with running these VMs since Windows Server and Windows client are not included as part of MSDN cloud use rights. Windows Server VMs are available through Azure and many other providers. Windows client VMs are exclusively available to active MSDN subscribers on Azure, and only through the Azure subscriptions offered as an MSDN benefit or an Azure subscription set up using the MSDN Dev/Test Pay-As-You-Go offer.

There is no additional charge for the MSDN software that runs on top of Windows Server such as SQL Server. You get access to preconfigured virtual machine images with MSDN software, such as SQL Server and BizTalk Server. Alternatively, upload your own virtual machine with your MSDN software. You will only be charged at the discounted Windows Server rate as listed in the table above.

On your Azure MSDN subscription, you can use the software covered by your MSDN subscription for development and test purposes. Microsoft server software that are supported by Azure Virtual Machines are listed here.
