i have project server 2013 integrated with SharePoint, and have 5 enterprise calendars including the standard one.

when a new user created in the domain, project server automatically assign the standard calendar as a base calendar.

When a new user is created in Project Server 2013, by default the system applies the enterprise Standard calendar as the Base Calendar for the resource.  I am not aware of any way to change this default.  Once the user has been created, you can change the Base Calendar to an alternate calendar if needed.  Hope this helps.
