For the past week, I can't get anything from the Bing Webmaster API. Using the SOAP service, POX or JSON queries, I always get an Error 4 ThrottleUser response.  Even for a simple query asking for a list of my sites:

https://ssl.bing.com/webmaster/api.svc/json/GetUserSites?apikey=[API_KEY]

I have deleted and recreated the API key, and have confirmation from several others having the same problem. Has the API changed in some way or is it just down? Can anyone confirm?

Bing Webmaster Support says they do not support the API and refers to it being a paid service, but I can't find specific support channel that states they support the Webmaster API. I hesitate signing up for a monthly support service that can't deal with my problem.

Apologies is this is the wrong forum. I have been directed here by Bing Webmaster Support who say they do not support the API...I am trying to find out who does.
