I've downloaded ISO All-in-One of Visual Express products: Web Developer, C#, Basic and C++.
When I try to install any of them, it fails.
I emptied %Temp% directory, tried to install Web Developer, collected log-files with Collect utility and uploaded vslogs.cab via SkyDrive:
About my current configuration:

I have .NET FrameWork v4 installed - and tested it with .NET Framework verification utility - it approves it ok;

What can you say about my problem?
Can't solve it for many hours. Want to try programming SilverLight so much!

Welcome to the MSDN forum.
According to the description of your problem, you failed to install Visual Web Developer 2010 Express.
First, I recommend you uninstall .NET Framework 4. Then download it here: http://www.microsoft.com/download/en/details.aspx?id=17718
Second, update your Windows Installer to 4.5. You can download it here: http://www.microsoft.com/download/en/details.aspx?id=8483
Third,
· Extract your ISO files to your local hard disk.
· Complete or dismiss Windows Updates before installation (but turn on Windows Update service).
· Clean up your “%temp%” folder (Start>>Run>>%temp%).
· Check if there are any anti-virus or antispyware applications running. Make sure they are turned off during installation.
· Run the setup file with Administrator privileges: Right-click the installer > Run as administrator.
If the problem still exists after these steps, could you please collect a new log for me?
· Collect the logs from "%temp%" folder with the Log Collection Tool.
