I downloaded the hid sample CustomHidDeviceAccess, and change the vid,pid,usagePage,usagePageId with my own device,and it seems can open the device, is there any one knows how to send and receive data with my own device? i am new with UWP.

CustomHidDeviceAccess does not appear to be an IoT Sample but it is on a Windows Universal GITHUB.  I would suggest you ask for support from the sample creator at https://github.com/Microsoft/Windows-universal-samples/issues.  You could look in this list for other people that may have already asked questions against this repository as well.
