If I got to the Partner download side (mspartner.microsoft.com/de) there is no Visual Studio etc. I am supposed to get a download for Visual Studio Professional 2013, how it was announced on the official  website for the action pack.

Sounds like you need to contact the mspartner team for assistance.  I'm not familiar enough with their program to be sure, but I think its likely that as an action pack member, you can be granted access to a Visual Studio Professional license through the MSPartner website.  See this page for more info: https://mspartner.microsoft.com/en/us/Pages/Membership/msdn-subscriptions.aspx
