I'm trying to set up a conference call between a lync user who is accessing the conference from his desktop lync client and an external user who is accessing the conference by phone. However, I don't want users just to randomly join the conference but I'd rather put them in the lobby first and afterwards admit them. To achieve this, I have found out that I have to set accessLevel to Locked and everybody besides the organizer will be redirected to the lobby.

The problem is that when a phone user is trying to join the conference, he is admitted immediately and is bypassing the lobby (in spite of accessLevel being set to Locked). The phone user hears "the meeting has been locked" and then proceeds to enter the conference and can now start speaking. He is also seen as an attendee.

Is this the intended behavoir? How do I place the phone user into a lobby?
