Yes. What you do is when you first setup your project in Project, you define in the calendar all the working and non working days.  Set your default working and non-working days for the period of time to cover your project and then set as non-working for each of those special Monday holidays.

Then, when Project computes schedules, it will take note of the calendar you setup and not schedule work on non-working days.
