I recently came across a Windows program that continues to use the original file it was using BEFORE I did a "Save as ..." whereas I would expect that after this it would be using the new file and I am trying to find a good argument and/or written documentation that dictates that a windows program should do exactly that - use the new file from the point of "Save as...". So can anybody tell me if there is some Windows programming standard that specifies that after doing a "Save as ..." that the program should be using the newly saved file?

I would say the behavior of Office products are a good benchmark. When you save as, you work on the new document. It means to me "Save this As another document". Save a copy as is more of the other functionality, which is save the state with this name, and I will keep working in the current version.
