Hi!
We have had above problem a long time and our pockets are empty of answers. Could someone help us? This is driving me a grazy!
Here is some info of our enviroment: Visual Studio 2012 with XNA for mobile phones, VM with AMD changes for emulator, phone SW's are old one we were developing in WP7, with many configuration changes (this isn't sure if these are as they should). Also firewall is turned off.
The next is copy of our output:

1. Make sure there is only one project in your solution that is set to "deploy".
2. Check this thread, see if it helps.
