I am unable to play MP3 and WMA files on Windows 8 Build 8102. The Audio service is running automatically.  I can stream the track from the cloud on the same machine. I have done no debugging nor audio setup. This laptop was migrated from Windows 7 using a USB pen install. Everything played fine under Windows 7. I do not really need to fix this as I have a work around, but I would be willing to help debug if anyone is interested.

please try to restart Windows Media Player through Turn windows features on or off. You can do so by following the steps:

Control Panel, More Settings, Programs, Turn windows features on or off, click to expand Media Features, unselect the box for Windows Media Player. Restart. Then select the box again to start the service. Restart if asked to.
