I am using a Raspberry Pi 3B to develop an app on Windows 10 IoT. Here the tutorial that I used to configure the RPI( https://blogs.msdn.microsoft.com/teju_shyamsundar/2016/09/06/windows10iotraspberrypi3/). But before the app I need to perform some needed utilities.

First, I need to connect a Hardware Device (FingerPrint scanner) to the RPI. Here is the output when I connect the device :

We also have the device driver pack that we used to use in order to install on PC. That package works well with PC.

I am trying to install that driver package on the IoT using a connection by PowerShell by the command line < devcon install ****.inf "USB\VID_****&PID_****" >. The command line returns an successful installation report but when I do < devcon status USB* > The USB has always the same problem as:
