I could set up an RPi 3 running Win 10 IoT Core with its WiFi configured as an Access Point by using Windows Device Portal - via the Internet Connection Sharing ICS settings.

So I can see the RPi working as AP, that much happens ok. Also the ssid of the RPi's AP is scanned and shown on both iphone and android phones. But when the phone initiates a connection then the status stays at 'Obtaining Ip Address' indefinitely on android phone, and on iOS the connection says 'No Internet Connection'.
