You need to change your Winlogon shell to eshell.exe (classic apps) and add EmbeddedAppLauncher.exe to the RUN key for modern apps (if you want to use a modern app for a shell).  Then setup your groups and shells in ELM.  I have noticed that UAC is flagged when running eshell...kind of funny that this is a MS shell provided for embedded and it gets flagged by UAC.  I also noticed that the eshell.exe will crash every now and then when your shell is explorer.exe...say, when your in as an admin... It does this with the MSDN RTM release.  It didn't seem to do it with the preview release.  I have cases opened with MS.
