We need to automate resource creation in Project server 2013. We would get data in an excel file (who need to set up in PPM) and our solution should be able to read the excel data and create resources in PPM.

Now we came to know that we would not get the resource login account details due to security reasons... instead only provide email address will be provided. Can we create new resources in PPM with PSI using resource email address only.

Please suggest.

You will require windows login to be able to create users for Project Server. If your target is only to create Resource then it would be sufficient to have email, just make sure you get a display name since that is mandatory a resource to be created.
